Born in Matera Giovanni Oliva graduated in Law from the University of Bologna in 1995 with a thesis on the simplification of the administrative activity.

He immediately entered the arena of business organisation and from 1998 to 2005 worked at Sofaland s.r.l of the Chateau d’Ax group; from 2005 to 2010, as an employee of the Incanto Group, he was plant manager for Sofitalia International in Kunshan (Jangsu Province, China); from 2010 to early 2012 he was plant manager for Superb Creation Ltd in Shenzhen; from 2012 to 2014 he was production manager of Tandoi Group S.p.a.; from March 2014 to February 2018 he was general manager of the Department of Agriculture for the Basilicata Region, for which he managed over 680 million Euros of public funding from EAFRD funds, leading 310 human resource team members and dealing with governance and collective management.

For his work to date, he was awarded the title of Emeritus Knight of the Italian Republic with a decree of appointment signed by the President of the Republic Sergio Mattarella on 2 June 2019.
